The purpose of the 2022–2025 Southeast Drought Early Warning System (DEWS) Strategic Action Plan is to clearly articulate jointly identified information needs, set priorities for the DEWS network, and suggest measurable actions to improve drought early warning and preparedness for the region.

Above-average temperatures were recorded over the entire Southeast, with much of Florida and eastern North Carolina observing more than 2°F above normal. Precipitation ranged from below average in the eastern Carolinas, southern Florida, and Puerto Rico, to above average in northern Florida, including the Florida Panhandle and Alabama.

Winter temperatures across the region were topsy-turvy, with December and February much above average and January slightly below average. Precipitation was below average for much of the region this winter. However, San Juan, PR observed its wettest February on record at 11.7 inches of precipitation, more than 9 inches above normal.
