Recognition of drought risks in a timely manner is dependent on our ability to monitor and forecast the diverse physical indicators of climatological drought, as well as relevant economic, social, and environmental impacts. The Western Governors’ Association Report (2004) “Creating a Drought Early Warning System for the 21st Century: The National Integrated Drought Information System” made clear that recent and ongoing droughts expose the critical need for a coordinated, integrated drought monitoring, forecasting, and early warning information system.

After soliciting feedback from more than 100 stakeholders and employees, NOAA released a service assessment on May 11, 2015, that identifies tactics and strategies the agency can take to better provide California decision makers with the scientific data and tools they need to lessen the impacts of extreme drought.
This report includes a summary of conditions from the past four years, water supply impacts, and a history of California droughts to describe the status of drought in Southern California for late spring 2014. Contributors include the California-Nevada Climate Applications Program (CNAP), California department of Water Resources, Southwest Climate Science Center and NIDIS.
